The Proposed Development

The proposal has been the subject of detailed pre-application discussions with North East Lincolnshire Council. A presentation to Healing Parish Council also took place on 9 September 2025. The proposed development comprises two elements, as follows:

Retail

The proposed development seeks to provide 4no. retail units, along with associated servicing, car parking and new access from Great Coates Road.

This is to include a convenience foodstore (Class E(a) shop other than for the sale of food and drink) (Unit 1) and additional complimentary units (Units 2, 3 and 4) with flexibility for Class E(a) shop other for sale of food and drink, Class E(b) food and drink consumed on the premises, Class E(c) professional services and/or sui generis(r) hot food take away uses.

Our anchor tenant – Lincolnshire Co-op

Lincolnshire Co-op is a successful regional co-operative society, which operates food stores as well as funeral homes, travel branches and other businesses in Greater Lincolnshire and surrounding areas.

Its purpose is to bring together ideas, energy, and resources to make life better in communities. The society does this co-operatively with members, customers, colleagues, suppliers and all the organisations, businesses, charities, and good causes it works with.

Examples include the Community Champions fundraising scheme which supports local groups, the Love Local range of products sourced from the area, and extensive community support programmes.

The society has a membership scheme, where dividend card holders can earn cashback on purchases and benefit from other exclusive offers.

In recent years, Lincolnshire Co-op has opened new convenience stores in Scartho, Keelby and Barnetby Le Wold.

The sizes of the proposed retail units are:
 
  • Unit 1: 371 sqm (GIA), with a net sales area of 279 sqm
  • Units 2-4: 209 sqm (GIA)
  • Total: 580 sqm (GIA)
 
28no. standard car parking spaces and 2no. accessible car parking spaces are proposed, along with a new internal footpath to link to the new units. A new access will be created off Great Coates Road and will be provided with the required visibility splays. Servicing space is to be provided to the rear/back of the units.
 
In terms of appearance, the units will be built in red brick, with a pitched roof with red clay tiles. The units will have a traditional feel to them. Areas of landscaping will also be incorporated to soften the units / assist in biodiversity net gain enhancements.

Residential

In addition to the proposed retail development, residential development is also proposed to the north of this site, with an indicative number of dwellings to be around 7-8no. It is envisaged that the dwellings will be accessed through an extension of the new access proposed for the retail scheme, as shown on the site plan. It is likely that the residential element of the proposal will be submitted in outline form, meaning details such as layout, scale, appearance and landscaping would be agreed at the next stage (reserved matters).
